Can an assignment be created that requires students to attach a work sample
for assessment? eg Photography class are instructed to take shots of a
subject and then submit assignment with the photo as an attachment?

Yes, the LRE allows you to create a question like that. It's called an
"Essay Question" and you choose the "attachment" option. Students will be
able to upload attachments and teachers will be able to click a link to see
the attachment while grading the question.

Note that attachment size is limited to (I think) 10MB, although we don't
recommend attachments larger than about 2MB due to synchronization delays
that could arise with 32 students each having 10MB attachments. Also
attachment file types are restricted to those specified in the config tool.

It's the Class Server Configuration tool that comes with Class Server and is
installed on the server. I believe it's the last tab in the tabbed UI that
has the list of extensions.
